Chlorine is the reason your tap water is safe.
That is worth starting with, because a lot of shower-filter marketing treats chlorine as a contaminant that slipped into your water by accident. It didn't. It is deliberately added, carefully regulated, and it prevents waterborne disease.
So this article is not an argument that chlorine is dangerous. It is about what chlorine does, how shower exposure differs from drinking, and whether reducing it matters to your skin and hair.
The short answer: chlorinated tap water is regulated and safe to drink. But drinking and showering are not the same exposure. A shower means warm water across your skin and scalp for several minutes, often every day. For skin that already feels dry or reactive, chlorine is one part of the water chemistry worth paying attention to.

Why Chlorine Is in Your Water
Chlorine kills pathogens during water treatment and leaves a residual concentration in the distribution network, which helps prevent microbial regrowth before the water reaches your tap.
That residual is why you can sometimes smell chlorine in tap water. It is not a sign of poor treatment. It means the disinfectant is still doing its job at the point of use.
How Much Chlorine Is in Tap Water?
The World Health Organization notes that chlorine is present in most disinfected drinking water at concentrations of 0.2 to 1 mg/L.
Two numbers are useful for context.
0.2 mg/L is a floor, not a ceiling. For centrally treated water, WHO guidance recommends a chlorine residual of 0.2 to 0.5 mg/L at the point of delivery. The lower figure is what should still be present when the water arrives, not the most it is allowed to contain.
The health-based guideline value is 5 mg/L. That is substantially higher than the concentrations typically found in disinfected drinking water.
In other words, chlorine levels in tap water sit well below the WHO health-based guideline value.
Practice varies by country and by supply. In England and Wales, drinking water must be disinfected before it is supplied, chlorine-based disinfectants are commonly used, and the Drinking Water Inspectorate notes that companies typically keep the residual disinfectant at 0.5 mg/L or less. The Inspectorate is also clear that the regulations set no numerical standard for chlorine itself, only a monitoring requirement. Elsewhere in Europe disinfection is equally required, but the method used and the residual that survives to your tap differ from one supply to the next. Whether chlorine is present at your tap, and how much, therefore depends on your local supply and treatment process, and your water company publishes that figure.
